The CARE Facilities Master Plan

In June, 2010, the Cuyahoga County Public Library Board of Trustees voted unanimously to adopt a Facilities Master Plan to increase efficiency and reduce operating costs while continuing to provide excellent service.  The Facilities Master Plan will reduce our dependence on state funding and help us achieve a system-wide operating and capital budget that lives within our 2.5 mill levy – the lowest library cost in the county. When this plan is fully implemented, the Library will save more than $4 million per year in operating costs. This plan will NOT require the Library to ask voters for additional funding.

Why do we need a Facilities Master Plan?

The Facilities Master Plan is the result of a four-year process of careful planning and community input.  Learn more about the timeline of this plan  This plan will help create equity of service and long-term financial stability to ensure that Cuyahoga County Public Library remains one of the nation’s best and busiest library systems.

In 2008, basic facilities maintenance accounted for nearly 10 percent of the Library’s operating budget. Maintenance costs will only increase as buildings age. Many of our facilities are not efficient or optimal for modern library service.

In addition, our funding has been reduced significantly:

  • The Library’s revenue was reduced by $5 million in 2009 and $9 million in 2010.
  • Reduced funding and collections will likely continue into future.
